How the call works. Florida congressional primaries are plurality, no runoff — the top vote-getter is the
nominee even at 30%, and 50%+1 is irrelevant. The engine sizes the outstanding vote against the live turnout projection,
then asks whether second place can still close the margin.
CALLED = the margin exceeds either every outstanding vote (mathematically eliminated) or the most 2nd could
realistically net from what is left (35% of the remainder, deliberately generous to the trailer), with at least 35% counted.
LEAN = the margin is big enough but too little is in. TOO CLOSE = still reachable.
